Maritime safeguard
The concept of maritime safeguard qualifies all the missions aiming at ensuring the protection and the security of maritime approaches of a national territory. They concerns the risks of maritime activities (rescue at sea, combatting marine pollution, marine police, fishing monitoring), but also the struggle against illicit activities at sea (terrorism, narcotraffic, counter-piracy operations).

Rescue at sea - Maritime pollution
From an accidental of criminal origin, the maritime pollution, by hydrocarbon or dangerous chemical substances, remain a permanent concern of coastal State as long as it represent a major threat for population, the marine and coastal environment and the linked economic activities.
This aspect is found at all steps of the establishment of a national policy of maritime safeguard : risks evaluation, regulation, planning, capacity of intervention, training of personnels, regional and international agreements.
